Valor of Azeroth

Valor of Azeroth, a Warrior Protection ability, shows the same tooltip in WoW Forever as in Classic Era, but behind it the client changed the effect type on 1 of its 4 effects, and moved internal columns the tooltip does not show (baseLevel 2 to 0). The client does not say what that changes in play. 100 yd range, instant cast, 60 sec cooldown. It is taught by a Consumable item the client lists without its name or tooltip.
