Sigil of Innovation is unchanged in WoW Forever: the client ships the same tooltip as Classic Era. Its tooltip reads: "Gain an enchanted sigil of innovation, empowering you to deal up to 20 increased damage and healing with spells, and increasing attack power by 20 for 30 min. This can only be applied outside of combat." 30 yd range, 3 sec cast.

Sigil of Innovation tooltip, the same in Classic Era and WoW Forever

The same tooltip in both clients: every line the Forever client ships matches Classic Era.
