Lifebloom is unchanged in WoW Forever: the client ships the same tooltip as Classic Era. Its tooltip reads: "Reduces the global cooldown on your Rejuvenation and Lifebloom abilities by 0.5 sec and you gain the Lifebloom ability: Heals the target for an amount that scales with your level over 7 sec. When Lifebloom completes its duration or is dispelled, the target instantly heals for an amount that scales with your level and the Druid regains half the cost of the spell. This effect can stack up to 3 times on the same target."
