Libram of Wrath, the Equip effect of a Relic item, is unchanged in WoW Forever: the client ships the same tooltip as Classic Era. Its tooltip reads: "Causing damage with your Holy Shock spell reduces the cast time and mana cost of your next Holy Wrath cast within 15 sec by 20%, and increases its damage by 20%. Stacking up to 5 times." The client lists that item without its name or tooltip.

Libram of Wrath tooltip, the same in Classic Era and WoW Forever

The same tooltip in both clients: every line the Forever client ships matches Classic Era.
