Enchanted Repellent, the Use effect of a Consumable item, is unchanged in WoW Forever: the client ships the same tooltip as Classic Era. Its tooltip reads: "While applied to target weapon or shield it increases spell damage by up to 45 and increases Spell Critical chance by 1% . Lasts for 30 minutes." 3 sec cast. The client lists that item without its name or tooltip.
