Efflorescence is unchanged in WoW Forever: the client ships the same tooltip as Classic Era. Its tooltip reads: "Gain the Efflorescence ability: Your Swiftmend now also causes Efflorescence, healing all party members within 15 yards of the Swiftmend target's location for an amount that scales with your level every 1 sec for 15 sec."
Efflorescence tooltip, the same in Classic Era and WoW Forever
The same tooltip in both clients: every line the Forever client ships matches Classic Era.
